E-Rate Program (Universal Service)

The Schools and Libraries (E-rate) Program provides discounts for telecommunications, internet access, and internal connections to eligible schools and libraries.

Program Overview

The E-Rate program is administered by the Universal Service Administrative Company (USAC) under the direction of the FCC. It ensures that schools and libraries across the U.S. have affordable access to high-speed internet and telecommunications services.

How It Helps Students

While E-Rate funds are paid directly to service providers or applicants (schools/libraries) rather than households, the program is critical for specific free tablet initiatives:

  • Device Lending: Many libraries use E-Rate savings to fund device lending programs (hotspots and tablets) for students.
  • Homework Gap: Helps bridge the gap for students who lack internet access at home.

Eligibility

Eligibility is determined by the poverty level of the school's student population (often based on National School Lunch Program data) and the location (urban/rural).

Finding a Participating Library

To benefit from E-Rate supported devices, check with your local public library or school district about their technology lending programs.
